we are in the process of as-built checking for the steel frames in a tunnel. For sake of conservative, the seismic load was considered in the original design, and 3.0 FOS was adopted as well. And the utilization of the hilti anchor bolt is 105% currently. Question: is 3.0 fos compulsory for the highway's job? If not, could you please advise the FOS and reference job? many thanks.

The necessity of FOS3 should be determined by HyD or specifier. One point to note is that if you selected FOS3 on PROFIS Engineering, you may input the working load instead of the factored load. Also, expanding the spacing between anchors usually helps reducing the utilization.
For the job reference, you may check the submission folder of your selected anchor. The job reference can be found at the last pages. For example, if you are applying RE500v3, the job reference will be found at the last pages from the below link.
