When input forces, do I need to multiply by 2 to suit Hong Kong Building Department's requirement?

Thank you for your enquiry.
The Building Department is required safety factor of 3 for the anchor calculation. If your submission is required to submit to Building Department, then you need to apply safety factor of 3 in your calculation.
In our software "Profis Engineering", If you select the FOS 3 in the Design method, it is already including load factor = 2 and material factor = 1.5 in your design. You can directly input the working load after selecting the FOS3 method. (Please find the attachment for details)
