Recommended loads of anchor bolts

My case is using HST3-R M10 90mm embedment.
The design shear force is 2kN and tension force is 1kN.
The recommended load for this anchor stated in your catalogue is 8.4kN and 7.3kN.
I want to know that what are test loads should I recommend case 1 or 2 for lab test?
Case 1: Shear = 2x1.5=3kN; tension = 1x1.5=1.5kN
Case 2: Shear = 8.4x1.5=12.6kN; tension = 7.3kNx1.5=10.95kN
