Solutions for pryout failure of drilled-in bolts

Dear Sir / Madam,

I have got an as-built design of strut supporting by the pile cap with 14 M30 drilled in bolt. However, seems the design will have shear failure. Please advise how can I enhance the capacity of the design or other ways to achieve a safe condition (for example adding bolts, enlarging the baseplate etc.)
